What is the difference between voltage stabilizer and voltage regulator?

If there is a difference between the two voltages, the voltage regulator automatically compensates for the correct output. A voltage stabilizer is essentially a voltage regulator that is used at home to produce a constant voltage, even if the backend power source floats for whatever reason.
