What makes a water pump kick on and off?

A water filter that is nearly-clogged can cause the pump control to cycle on and off quickly. When the pump turns on, the water pressure between the pump and the filter rises very rapidly.For example, a blocked or almost blocked water filter can cause the pump to start and stop quickly, as the block causes a very rapid increase in water pressure (between the pump and filter) when the pump is started.
