Since this is a purely resistive load, the breaker is 30 Amps and the wiring is 10 Amps. If the elements are strapped for a draw of 18.75 Amp, permanent draw loads should be sized 80% of the breaker capacity so a 20 Amp breaker is limited to 16 Amp.
