Why do electric stoves turn on and off?

They turn on and off to keep the goal. Normally, when the burner is set to high, they stay on all the time, heating the pot on top of it to boil water. The burner will kick on and off repeatedly to maintain a goal temperature if the heat control is set to an intermediate value.
