Why do i have voltage on my neutral?

Check for a neutral-to-ground connection in the receptacle if the voltage is zero with a load on the circuit. Ground and neutral wires were reversed. Is that correct? The neutral and ground are reversed if the hot-to-neutral voltage is greater than the hot-to-ground.
