Why does my ac unit run when the heat is on?

During the winter time, my outside AC unit's fan is running. Is that correct? It's possible that your air conditioner is a heat pump. It's possible that your AC unit is running to heat your house. The heat pump on the outside unit has to run in order to keep the house warm.
