Why does my sink have two faucets?

It is a small faucet for drinking water. Usually, under the sink, there is a filter that connects to the fresh water supply and the faucet with a pair of 90 degree shutoffs so that you can change the filters every 3 months or so. Is this true? We have to turn off the water when it's hot and cold.
