Why does my solder not stick to copper pipe?

Don't solder pipes that have water in them. Is that correct? The copper won't get hot enough to melt the solder because most of the heat goes into turning the water to steam. A pipe plug can be used to stop the trickle of water. The plug can be pushed into the pipe with the tube.
