Why does my toilet water keep going down?

A weak flush is caused by a float that's set too low; if it's set too high, water spills into the overflow tube and the fill valve won't shut off. If the water stops at the mark, then flush the toilet. The toilet tank should be adjusted if the toilet keeps running.
