Why does my vent pipe freeze?

Wastewater flows downward and sewer gases rise when the sewer pipes and vent pipes are connected. When the weather is very cold, sewer gas containing water vapor will condense, then freeze to form a frost layer in the exposed end of the vent pipe. Is this true? This allows sewer gas to enter the house.
