Why does my water smell like bleach?

High levels of chlorine can cause the smell of bleach in your tap water. It is not harmful to have small traces of chlorine in your water. Is that correct? The EPA does not recommend chlorine levels in public water systems. There is a smell of chlorine at 1mg/L.
