Why does water drain out of toilet bowl?

The sewer gas will start to smell if the water level in the bowl drops too low. The system tries to grab or gurgle for air if the vent is blocked. Water running down a waste pipe behind the toilet could suck water out of the bowl if it grabbed for air.
