Why fuses and circuit breakers cannot be used to protect against overload?

When an overload occurs, a circuit breaker will blow or break the circuit. Is this true? If the current flowing through that circuit exceeds the amount for which that fuse is rated, the thin strip of metal that is contained in the fuses will melt.
