Why is my boiler relief valve leaking?

The relief valve is most likely to be malfunctioning if the system pressure is 30psig and the relief valve is rated for 40psig. Is that correct? Some of the most common causes are leaking gauge glass above the water line, excessive system pressure, or the tank has a leak above the water line.
