Why is my hot water tank constantly running?

Water heaters can run constantly because of leaks. There is a drain valve that has to be flushed. The pressure inside the tank is maintained by a temperature-pressure relief valve. There can be leaks from the tank if the drain valve or TPR valve is damaged.
