Why is my oil central heating not working?

The pressure is the most obvious thing to check if your oil boiler is not working. Is this true? The boiler will be operational if it is in the 1-2 bar range. A boiler with a pressure that's too high is going to be locked out. The problem isn't going to be fixed with a reset.
