Why is my softener tank full of water?

The amount of water allowed into the brine tank is restricted by a float valve in the brine well. Is there anything else you'd like to see? The brine valve will allow as much water as the tank can hold if this water is not removed. A failure of the nozzle, venturi, and brine valve would cause the tank to fill up.
