Why is my water softener full of water?

The amount of water allowed into the brine tank is restricted by the float valve in the brine well. Is this true? The tank will be as full as the brine valve will allow if the water is not being removed. Failure of the nozzle, venturi, and brine valve would cause the tank to fill.
