Why is the water in my toilet bowl so low?

A damaged fill tube is one of the most common reasons for your toilet bowl water level to be low. Is this true? When this happens, the valve shuts off the water flow before the bowl fills, and the toilet tank fills with water. Lift the tank lid to see if the fill tube is damaged or shifted.
