Why is there ice on my air conditioner pipes?

A build-up of ice on your AC unit can be caused by low refrigerant levels. Is that correct? The pressure inside your coil will go down if the refrigerant levels go down. Its temperature goes up when the pressure goes down. Ice forms on the coils when the temperatures are low.
