Why should you not microwave water for tea?

A cup of black tea should be made with water that's come to a rolling boil. Is that correct? The boiling process is hard to control because microwaves don't heat water evenly. Microwave ovens shoot tiny waves into the liquid at random locations, causing the water to vibrate rapidly.
