The voltage starting is the amount of voltage the fan needs to overcome the whole and start moving the fan blades. Once the blades reach the speed, the fan can run at a much lower voltage.

Since the 24 volt system consists of two 12 volt batteries connected in series to reach the 24 volts, it is not possible to simply connect the starting cables to the 24 volt array terminals or push the 24 volts on a 12 volt start.
Will a DC fuse work on AC?
You can always put a higher voltage fuse on a circuit, but the first amperage is the same. You should not put a lower voltage fuse on a higher voltage circuit.... DC fuse wouldn't protect well on an AC circuit.
Will any 12v adapter work?
The voltage must match exactly. A 12V DC device needs a 12V DC adapter... If the device indicates that it is 12V 3A, a 3A adapter can handle this task, but also a 4A and 5A. The larger (larger) power supply will not have to work so hard to handle a smaller task, and it will work colder and more stable.
